In an organization, the department that works as a liaison between the labor force and management is called the human resource department. The human resources management framework deals with issues involving the procurement and management of an organizations staffing requirements. The main function of this department is to hire personnel for the organization. This includes identifying company needs, advertising positions, screening applications and appointing applicants to new positions. HR management also assists with maintaining detailed records on all staff members and liaising with the payroll department for salary and wage needs. It can also include performance reviews for employee assessment and personal goal setting.

Strategic human resource management deals with forecasting labor requirements and assisting other company departments with reporting and explicit staffing needs. This can include organizing staff training, instituting health and safety regulations and ensuring the organization complies with any legal and regulatory issues. When required the hr manager provides detailed reports to assist with management and financial decision making. The hr department also organizes staff annual leave, maternity leave, long service leave, sick leave and oversees any award or enterprise agreements. Staff disputes and performance reviews are also part of the job requirements of human resource management. As the bridge between labor and management, good human resource management aligns the labor force with the overall goals and objectives of the organization.

In small business environments, issues to do with staff management are usually organized by the small business manager. In essence, managers take on human resource management issues when required. Due to the small size of the labor force, a specialized human resource management department is not cost effective. In some cases, outsourcing is used for specialist services such as recruitment or training. As a company grows or expands, it either increases it outsourcing or internalizes hr functions when it becomes cost effective to do so.

The human resources manager in a large organization is usually formally trained and required to attend to a diverse range of labor force requirements. Centralized human resource management systems cater to the demands of large organizations and assist the manager to maintain the documentation that is required to manage large labor operations. Taxation, compliance and reporting are important aspects that human resource managers attend to.
